POSITION SUMMARY

Operates studio and field cameras, microphones, audio and video switchers, multi-input audio mixer, character generator, video editing system, digital effect system, satellite receivers, duplication station, players and recorders of various media formats including, but not limited to DVD-Video and any related video editing equipment as assigned or required. Edits television using non-linear editing systems and records satellite feeds and house-originated programs for edit and re-broadcast.

Union: This position is included in the American Federation of State, County, and Municipal Employees, Local 2719 bargaining unit and will be filled in accordance with the provisions of the Collective Bargaining Agreement.

Qualifying Requirements:
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.


  • WORK EXPERIENCE
    : The application must clearly show three (3) years of full-time experience in Television Production, which includes filming, editing, and/or directing. (Full-time is defined as 32 hours or more per week. Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING
    : The application must clearly show an Associate’s Degree in Television Production, Communications or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

  • EQUIVALENCY
    : Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is five (5) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
CIVIL SERVICE EXAMINATIONS

If you meet the qualifying requirements listed above, you will be sent a letter of admission (when applicable) for the following examination(s). You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. POSITION DUTIES
  • Operates studio and field cameras, microphones, audio and video switchers, multi-input audio mixer, character generator, video editing system, digital effect system, satellite receivers, duplication station, players and recorders of various media formats including, but not limited to DVD-Video and any related video editing equipment as assigned or required. Records satellite feeds and house-originated programs for edit and re-broadcast.
  • Hosts and records government meetings and programs via Zoom; streams same content on Facebook Live and YouTube.
  • Evaluates and may select footage in terms of relevance and story continuity, and to depict the text most effectively.
  • Reviews assembled projects and makes adjustments to insure projects remain within their specified parameters (i.e., length, subject matter, sequence, signal levels, etc.).
  • Conducts video traffic programming for 24/7 playback system.
  • Operates audio recording and mixing equipment; resolves problems presented by frequency distortion, and high-peak levels.
  • Performs routine maintenance, minor repairing, and alignment of color cameras, audio mixing, recording and routing/modulating equipment to ensure continuous operation.
  • Prepares music and sound effect transfers.
  • Conceptualizes and prepares graphic designs and fonts for edit sessions.
  • Confers with management and/or producers to create ideas and determine the feasibility of same for particular projects.
  • Operates television cameras (camcorders, robotics and stand-alone); resolves problems presented by exposure control, subject and camera movement and related variables.
  • Creates and maintains editing records in accordance with videotape library requirements
  • Recommends equipment needed for productions (e.g., dollies, cranes, camera mounting heads, power zooms, and related video recording equipment); ensures protection of and transports appropriate and functional equipment; ensures that equipment is assembled and operational for production within the studio and at remote locations.
  • May serve as producer while editing designated projects.
  • May serve as technical director on designated programs originating in studio.
  • May drive production vehicle to field locations.
  • Maintains editing and production equipment in accordance with warranties and established policies and procedures, including safety policies.
  • May work evenings, weekends and holidays; may work outdoors in all weather.
  • Performs other related tasks and duties as assigned or required.
